This article discusses issues related to the improvement of the provisions of the Housing Code of the Russian Federation in the field of employment premises. This article discusses problems associated with the requirements to improve the quality of construction of residential properties, their comfort and environmental safety, energy efficiency by reducing the consumption of energy resources, using of renewable as well as non-conventional energy resources. The experience of the USA (The U.S. Green Building Council - USGBC) is shown as an example of interaction between the government, non-governmental, public and non-profit organizations to ensure the reliability of the design and building operation. The primary task of the Council was the development of LEED navigating the standards, codes, and rating systems in building industry as well as proposals for the modernization of the existing certification system. The article also discusses the Russian approaches to this problem, in particular, the creation of a legislative framework to regulate the quality requirements for the construction and operation of buildings, the possibility of organizing non-profit organizations to strengthen the implementation of ecologically safe technologies. The main recommendations for the development of ecofriendly construction in Russia are based on the «Round Table» discussions of the State Duma Committee on housing policy and city management.

The article discusses the problem of economic evaluation of energy-saving measures in housing. It states that energy capacity unlock isn't one of purposes of most energy-saving projects that realize in residential sector at the present time and capacity benefits don't take into account during investment and economic assessment of such projects in Russia. Capacity unlock is an accompanying effect of overwhelming majority of energy-saving projects. And it's assessment can sufficiently increase the economic efficiency of project. In article the mathematical model of life-cycle cost (LCC) of building is considered. This model is commonly used to evaluate energy-saving measures in residential buildings in USA and European countries. But this model also don't consider capacity benefits explicitly. It justifies the need of such consideration when energy-saving measures in existing housing stock are evaluated. It offers two methods to take capacity unlock effect into account in LCC-model. The first method considers this effect as a function of price of new energy capacity (connection to the grid, construction of new power plant, etc.) in region if it's commercial realization is possible. The second method considers the factors that influences at value of government subsidies of capacity unlock in housing if there aren't market subjects that want to buy it. In conclusion the algorithm for estimating the cost-effectiveness of energy efficiency measures (projects) at the existing housing stock are offers to apply in practice the methods that have been designed.

In article the author considers the main tendencies of development of municipal land development of a complex housing estate in Russia, conducts research of paramount tasks of the developer organization beginning the investment project of a complex residential development of the territory. Now across all Russia low liquidity of the land plots for their complex development is observed. Such situation is explained by not rather developed and worked mechanism of land development at the level of municipal and public administration. Carried out by the author, within this article the analysis of existing tendencies of a housing estate in the Russian Federation, showed that rates of input of housing can be provided not for the account of “dy-ing-away dot building”, and by accumulation of volumes of a complex residential development of territories by the large developer organizations with support of the state and municipal authorities. In article the author describes the flexible integration model based on spatial interpretation of the main functions of municipalities. Over the last 20 years, during that Russia Federation is under the influence of market rules, the industrial capacity of the country has fallen to critically low level.
