The issue of the demolition or reconstruction of houses of the first period of industrial housing is becoming increasingly important (60 % of housing in Russia require major repairs and do not meet modern requirements of Housing , although the state programs aimed at resolution of this problem trace its roots back in the late 90s . The article deals with Russian and foreign experience of implementation of state programs targeted at modernization of the housing stock as well as basic provisions on activities to be accomplished in respect of demolition of houses. The main focus is made on renovation of the series of the so-called “undimolishable” residential buildings on the example of “pilot” project in Moscow on Mishina street, being implemented within the framework of one of the sub-programs of the federal program “Housing”. The authors highlight the financial, technical, legal and social aspects accompanying the project of reconstruction based on guidelines developed by the Department of Urban Planning Policy of Moscow. The final provisions of the publication provide analysis of the problems that should be solved for the successful implementation of the subprogram on a large scale.
