Standardization of contractual relations as one of the aspects of improving the efficiency of investment and construction project

The main trend of investment projects is to increase the capital expenditure amount. This fact depends on many reasons, and the most important of them is complexity of project at all. It does not allow projects appropriate for the desired parameters of efficiency and return on investments. Effective management and innovative approaches in the implementation of projects play a more and more important. Often their use is the only solution capable of improving the investment attractiveness. Any investment project, undergoing a feasibility study, one of the steps which are calculated key parameters of investment efficiency. The basis of these parameters based on the principles described by the theory of the time value of money, thus increasing the timing of the project at any stage indirectly impairs all indicators of investment efficiency. Contractual relations are the basis of interaction between the participants of the project, as allow to regulate all interrelated transactions that occur during the project. Effectively organized and coordinated system of contractual relations between all parties involved is the key to a successful project. In developed countries, for improving the efficiency of project implementation it was decided to integrate ubiquitous uniform standards of contractual relations and design procedures. Together, the introduction of uniform standards of design documentation and the contractual relationship between the project enhances the effectiveness of the project by reducing the time workflow and reducing the cost of coordination. In the process of integration standards huge role played by international organizations whose objectives are to develop, disseminate and support the standards of one of these organizations is the International Association of Consulting Engineers (FIDIC), developing and implementing common standards in the system of contractual relations in the process of construction projects.

Methodology formation investment costs of complex projects for low-rise construction at the close of innovative unpromising villages

The problem of eliminating unpromising human settlements in the north of Russia requires the development of a mechanism to move people to other regions and the low-rise projects of innovative construction. This is due to significant budgetary expenditure and reduce undue “excess profits” of enterprises engaged in the construction of a new type of eco-village. New approaches to a problem of reconstruction of houses: foreign experience and Russian realities

The issue of the demolition or reconstruction of houses of the first period of industrial housing is becoming increasingly important (60 % of housing in Russia require major repairs and do not meet modern requirements of Housing , although the state programs aimed at resolution of this problem trace its roots back in the late 90s . The article deals with Russian and foreign experience of implementation of state programs targeted at modernization of the housing stock as well as basic provisions on activities to be accomplished in respect of demolition of houses. The main focus is made on renovation of the series of the so-called “undimolishable” residential buildings on the example of “pilot” project in Moscow on Mishina street, being implemented within the framework of one of the sub-programs of the federal program “Housing”. The authors highlight the financial, technical, legal and social aspects accompanying the project of reconstruction based on guidelines developed by the Department of Urban Planning Policy of Moscow. The final provisions of the publication provide analysis of the problems that should be solved for the successful implementation of the subprogram on a large scale.
