The article reveals the content of the system surveying as a general scientific approach to research, variant design, analysis and examination of such a layered object as a city with its environment. The secrets of the origin and development of cities perhaps hidden in genetics and the nature of any city as a separate individuality. The analysis of history of emergence and development of settlements is carried out for establishment of regularities of the device of a form, the functional contents and typology of the city. The most ancient concept of “city-microcosm” formed the basis of the cosmic theory. It recognizes that a form of any settlement there is “a model of a magic order” establishing connection between the person and heavenly forces by the statement on Earth of a harmonious order inherent in Space. These patterns formed the basis of the concept plans almost all Russian cities and formed the style and typology compact city structure. In the early nineteenth century classics utopian socialist Fourier, Owen, Saint-Simon and their students came to the circle and the square in search of the optimal form of the city. In their point of view the circle and the square are the most geometrically equivalent figures for the possibility of using space that meant justice for all citizens. Some postulates of the utopians making a basis of town-planning culture served as a starting point for “La Ville radieuse” of Le Corbusier and “Garden city” of E. Howard. The appeal to history of emergence of the medieval cities showed that their form or inherited a regularity and clearness of the plan of the Roman settlements, or developed naturally, submitting to a relief, district geography, mutually placement of the major objects. Thus, on the basis of the study, there are two approaches to creating the form of the city: 1. properly planned rectangular and polyg onal cities or city that has preserved a regular plan; 2. inevitable radial-circular centric system; 3. with the growth of the city suburbs grow and often there is a combination of the first two techniques: regular plan with the radial-circular system development of the city.

The Federal law No.214 on Participation in joint funding construction of apartment buildings and other objects of real estate adopted in December 2004 has greatly contributed to settlement of many problems on the market of housing construction but still has not resolved all pressing issues. To improve the situation, amendments, effective as of January 1, 2014, have been made to the federal law No. 214. The essence of these norms is that staring from this year, fulfillment of obligations of a builder to transfer apartments to holders along with collateral shall be mandatorily secured by bank guarantee or public indemnity insurance. The authors have analyzed all the aspects related to the means suggested by the law, in particular: requirements to be met by banking and insurance institutions that can offer builders collateral for obligations under co-investment agreement; cost and conditions of granting a bank guarantee and certificate of insurance, etc. The paper also deals with new standards on acknowledgment of holders as aggrieved in the result of actions of developers within the frame of participatory interest in construction as well as with the prospects of requirements under elaboration to financial condition of builders attracting funds of citizens. The authors have made conclusion on the nature of influence of legislative innovations and norms under elaboration on development of residential property market.

Urban renewal of residential development (hereinafter - URRD) is one of the priority problems to be solved in order to improve quality of life of our citizens. In this paper authors consider URRD as systematic, targeted, controlling actions of government, business and local community on relations in investment, construction and residential sectors in order to ensure efficient and effective functioning of territorial resources (housing, urban infrastructure). It is necessary to carry out measures directed to solve the problems of dilapidated housing, construction of modern comfortable residential buildings and modernization of existing engineering infrastructure in every region of the Russian Federation. In order to solve the problems like these certainly large investments are required and not always municipal and regional budgets can afford it. To develop measures for URRD it is necessary to analyze current situation in the region, to identify problem situations in renewal sphere, to determine factorial space influencing on renewal process. In this paper solution of above mentioned problems is based on practice of Archangelsk city. Complex analysis of residential area of Arkhangelsk as well as analysis of domestic scientific publications relating to development of regional housing market have allowed organize factorial space that influences on renewal process. Complex of factors identified within the region and the city defines basic problems in sphere of urban renewal: organizational, economic, financial, technical, social, environmental. Identified problems made it necessary to develop a system of measures aimed at its solution and achieve objectives basic of which are the following: creation of comfortable living environment; attracting investments to the territory by increasing of its investment appeal; creation of conditions for effective management of residential areas. As a result a complex of measures is proposed, that in accordance to the authors opinion should provide formation of a comfortable living environment due to reasonableness of administrative decisions made by regional and local authorities in the development and implementation of strategic documents of territorial development of a large city.
