The article deals with the base conditions of maintenance of urban environment sustainable development. The reconciliation processes of economic interests of city real property development participants lies in its basis. With a view to ensuring of manageability any process must be measured. On the basis of integral figure of city real estate development the author develops the model of economic interests consensus. It is based on the implementation of the principle of targeted mobility. The degree of coordination of economic interests is characterized by measuring the deviation of the points of consensus. The ultimate goal of the city government is to achieve the consensus points (adequate to the conditions and resources of development) of economic interests of participants of urban real estate development. Their activities must be within the permissible limits of strategic maneuvering. It acts as principle of construction of structural, vector and system-dynamic models of finding points of consensus. In the author's approach, they appear in the critical values of the capitalization of the urban assets. Urban development is considered normal if the parameters of the capitalization are in the admissible range, enabling to ensure the upward trajectory of development.

The competition was presented to ten completed projects, which are discussed in the expert committee of experts. Among them are well-known theorists and practitioners in the field of restoration of cultural heritage, such as the head of the department of the Moscow Architectural Institute, corresponding member of RAASN Shennikov A.S., professor at the Moscow Architectural Institute MalinovA., Chief Architect Architectural Design Bureau "Marxsen" MudrovG.V. This article analyzes the projects submitted. The discussions have been advanced to the finals four projects: "Ensemble of the Kremlin and Exchange Courtyard" in Tobolsk, "Church of the Resurrection, 1817" in Pleso, "Ensemble Dymkovo churches: Church of St. Ser-gius of Radonezh (Dymkovo), 1739- 1747" in Veliky Ustyug, complex restoration of building exteriors and interiors in Moscow (Gallery" Giro "). All projects are carried out in accordance with the approved criteria of assessment of bids and the approved tasks.
